Rules vs. Reality - The NZ Government Procurement Refresh
The refreshed 5th Edition of the NZ Government Procurement Rules is here. While inevitably the focus for many will be on compliance, the real story is how these rules will be applied in practice.
The streamlined framework is a positive step, simplifying the structure and cutting the number of rules. However, the ultimate impact of any framework rests on the mindset of the professional applying it.
My immediate, unfiltered thought was this:
“Good procurement people find ways to work with the rules to enable their stakeholders. Ineffective ones use them as a shield to slow progress and prevent innovation.”
While blunt, the sentiment is critical. The rules can be either a lever for value or a justification for inaction.
A “gatekeeper” function will focus on rigid enforcement. A “strategic enabler,” however, will use this new framework to find better solutions and deliver what stakeholders truly value.
The Test is in the Application
The real test will be in the application. As an example, we must ensure that new requirements don’t inadvertently create higher barriers for the very SMEs and regional businesses the refresh aimed to support.
Ultimately our role isn’t just to enforce a process. It’s to deliver outcomes. Success should be measured by whether these updated rules lead to a step-change in the value delivered by procurement, or just a new layer of bureaucracy.
